This 35,000 square foot appellate courts building houses the Western District Court and includes the courtroom, 12 Judges chambers with adjoining clerk and secretarial areas, court administrative offices, public lobby and litigant conference rooms, law library and research staff areas, secure record storage, computer room, general storage and mechanical equipment, enclosed and exterior parking. Building location was determined in a feasibility study of ten potential relocation sites in downtown Kansas City, Missouri, conducted by principal architect Kite Singleton. Each site was ranked under 11burteen criteria, including an Equivalent Uniform Annual Cost, as a means of objectively evaluating the very different options available to the Court. Designed for a site adjacent to Kansas City's major civic buildings, the Court of Appeals building interrelates with the existing urban context and exterior finish materials. The building establishes a diagonal organizational and ceremonial axis toward city corner to enhance spatial presence and relation to the government center. A major limestone portal frames the main entrance to ennoble its scale and to make a symbolic reference to the other government buildings. Energy efficiency was a key consideration in disposition of the various building functions, in the organization of fenestration in the various building facades, in the selection of the building wall and floor systems, and in mechanical and electrical equipment. The building exceeds national guidelines and State of Missouri energy criteria and utilizes extensive security and fire protection systems.
